FM Heading1 w/in a single-cell table

Good morning.

I'm using FrameMaker 7.  My Heading1 titles are placed in a single-cell
table.
 
The ToC is buggy.  The Heading2 that in the body follows the Heading1, in
the ToC precedes the Heading1.  This only occurs when the Heading2 appears
on the same page as the Heading1.
 
Familiar to anyone?
