I gather that the content of your programlisting elements are entity references to the files with the listings? There is a bug in FM and the preserve line break rule does not work when FM is importing external files consisting only of text. If you can move the <programlisting> and </programlisting> start and end tags into the external file, the line breaks will be preserved.
You won't see tabs unless you define tab stops in the paragraph format used by the the programlisting element.
