Text flow container: paragraph linear sequence predisposes output processing order (see also 'keep with next', 'keep with previous', and 'widow/orphan' control paragraph attributes). Place the figure legend paragraph after the paragraph containing the figure anchor. Set paragraph attributes as appropriate. Anchored frame container: object-apparent linear sequence determines output processing order. Place figure legend text line or text column object below graphical figure object-group. Other containers operate similarly; for example, within a table container use cell-column relative position for the figure and figure legend.
