Yes.  If you just click in various paragraphs, you will see that the
drop-list tracks the paragraph tag.  As soon as you use it to apply a tag,
it stays stuck on that tag even when you click in other paragraphs.  You
can use the Paragraph Catalog (Esc p c) or Ctrl-9 to apply paragraph
formats.

You already have the latest one available.  Don't hold your breath; with
development moving to India it will be quite a while before Adobe are set
up to fix this and the grey-rectangles-for-graphics bug.
