Dan,
  I just did a test with both nmtoken and nmtokens and FM+SGML rejected
both of them. However, I believe the declared value is only used when
generating a DTD from an EDD. If you have an existing DTD, you can
leave it out entirely. The above rule would simply become:

  attribute "tgroupstyle" is fm property table format;
