To support Jan Henning but to also add:

A chapter doesn't have to be one file. So even if all the content is part of one
information "chunk" and belongs in one chapter, slit it into multiple files. I
would suggest 1 figure and the table that goes with it in each file. Then just
apply the correct file setupos to control page and chapter numbering as desired.
To answer why it takes so long to work with the file as is, just ask yourself
what you are asking the computer to do. As the problem is "Just turning the view
tags on and off is a half-hour affair":
Each time you do this you are asking FM to insert how many thousands of start
and end tags in a very complex structure (we are after all talking about a table
intensive document) and to repaginate the whole thing. I'm not even sure this is
a memory thing. Watch your processor usage when you request tags on or off. You
may see that it is working full capacity the whole time.

the chapter you have is uncommonly large at 584 pages. The best solution,
both for working with the book and for reading it later, would probably
be to split it into more manageable chunks. (Remember that a chapter in a
book is supposed to cover one particular aspect, and that the reader
should be able to take it in in one sitting.)
