PDF Bookmarks

I have a problem with the generation of Bookmarks in PDF.
My FM docs have two separate flows on each page. One contains a header with Unit
and lesson information, the other the text with 1h, 2h, 3h headings and text.
If acrobat data is generated with the hierarchy of Unit>lesson>1h>2h>3h>4h, the
bookmark organization is not correct. What I get is:
1h (from unit1)
>2h (from unit1)
>>3h (from unit1)
1h (from unit1)
>2h (from unit1)
>>3h (from unit1)
Unit1
>1h (from unit2)
>>2h (from unit2)
>>>3h (from unit2)
>1h (from unit2)
>>2h (from unit2)
>>>3h (from unit2)
Unit2

So to correct the problem I must move al the bookmarks 'down' one unit heading.
What am I doing wrong (I suspect the FM doc design is to blame)? Is it possible
to correct this glitch?
