I used to do watermarks in Frame (5.1.1, 5.5.1). 
As I recall, I created some big blocky text (144-point Helvetica?)
and rotated it to 45 degrees on the master pages, and made it conditional 
so that I could turn it on and off. I think we used 20% gray tint for the
text
color. (A custom color we created using Frame's color definitions; 10% was
too light and 30% too dark. We had it in use for table shadings, so it was a

handy color for the watermark.)

But I think the problems you're experiencing may relate more to print
drivers and printers and even (gack) operating systems.  At the time I
did this and had it work, I was using Macintosh systems: PowerCenter, 
PowerBase, and Apple 7500 or something like that, running System 7.5 and 7.6

and 8.0 and 8.1.  And we always, always, had true PostScript-equipped
printers 
(HP LaserJet 5si, 5MP and so on). 

But before I point at that detail, check around in your FrameMaker print
dialog or print driver dialog and see if you've got your output set to B&W
instead of color/grayscale. That may be the only problem. If you send color
info to a printer with grayscale capabilities, it usually translates to an
adequate shade of gray. If you send it to a printer with the print driver
set to use B&W, you get what you asked for, and the watermark turns solid.

I'm speculating in a vacuum here, and rummaging in my memory bins for
possible causes. Watermarks are an ever-moving target, and I've never had
one solution for them that relied on a utility package survive the next OS
release, and the interaction with printers and their software makes it
worse.

Fellow Framers,

Using Frame 5.5.3, is it possible to place a
watermark on the master pages of a document
in such a way that it doesn't interfere with the
legibility of the body page text?
I have tried positioning a text frame on the master
pages and tried all of the colours and tints for the text.
When outputting to a black and white printer, either the
watermark does not print or it completely clobbers
the text. (I am using 72 point for the watermark under
10 point for the body page text to indicate draft issue
number of a document).
