You need to declare the PUBLIC entity in the DOC Type line of the DTD, and
indicate that its SOI is leg38784com.dtd

You are specifying both the read/write fules file and the SGML declaration
as the same file (d:\program). Obiously, these two files cannot have the
same filename (i.e., Program). Presumably, D:\Program is a directory. You
must specify the filename of the read/write rules file and the SGML
declaration, both of which should be contained in directory d:\program.
That's the reason why the read/write rules file can't be parsed.
