generating hypertext links in book file won't work?

I have a very big book with a very big book file. Now I wan't to generate a
toc with hypertext links, thus enabling me to make the toc active in a pdf
file. BUT Framemaker won't generate hypertext markers even though the option
is set to "on" in the file setting menu. Framemaker does generate a very
nice toc, but no markers. What is happening? Can it be fixed.?
