An alternative solution is to define the "chapter-head"
paragraph to start Top of page and use a Frame Above called
"chapter". On the reference page, create this frame and make it
an *empty* frame with the vertical size you want. That vertical
space is now inserted above the paragraph.

You then don't need an extra paragraph to remember to use.
