I would recommend WWP if you are going to straight html for help.  We use it
to convert large books into an html based help system  I can not speak for
winhelp etc.  but for html it is great.  I don't recommend using winhelp at
all anymore...it is going away guys, why invest your time in it now.  As for
the HTMLhelp and JavaHelp solutions I agree, they are just not there yet.
You can implemnt a very nice help solution using frames and javascript which
all browser now support.  The help industry is still going through major
growing pains and xml will probably just complicate it more.

I feel we (the help industry) will end up with some sort of html/xml base
and that is where I am putting my resources.  Why go from frame to rtf to
help when you can go from frame to help pretty easily.

As a tech pubs manager for a software developer, I have evaluated the trend.
Look at most major software and aside from microsft products that still use
winhelp, everyone is going to an html based solution.  The one we have
invokes whatever the default browser is.  This way  idon't have to use IE as
in HTMLHelp or Netcsape  (the defunked Nethelp).  Here you have the ideal
solution for cross platform help.  Single source html which invokes the
default browser.

We use Frame, WebWorks, HTML and Javascript to provide a nice help system,
We can even put updates on the web and tell users where to put them so they
don't have to wait until the next release for new help or updated on-line
docs (part of our help system). They like it and it easy for us to do.
