text running under anchored frame

Hi,

I'm running 5.5.3 on Unix.  I've got a problem with text running under
an anchored frame that spans four columns.  It worked fine under 5,
but when I open it under 5.5.3 it gets screwy. 

The text flow behaves itself until I start setting column breaks for
balance.  Then instead of pushing down the anchored frame that acts as
a section brake, the text runs under it.

Am I missing something simple?
