Invalid URL Follow-Up

David, I suspect that the problem you're having with
this site is that it links directly to the PDF file.  If you
don't have the browser-embedded version of Acrobat
Reader (which opens up Reader 3.0 in your browser
window), then it SHOULD ask you if you want to
download the file.  In any case, abject apologies for
any inconvenience.
