It occurs to me that one thing your higher-ups may be thinking of when they
propose CVS is its ability to run diffs between two versions of a file. And 
the
thing I want to point out is that this facility is pretty much useless for
FrameMaker files. If they're store as .fm format, they are binary and the 
CVS
diff engine can't do anything with them. If you go to the trouble of storing
them as .mif format, CVS will wind up showing you *tons* of differences
because it will show all the changes in the MIF markup tags as well as 
changes
in content.

I know it's not perfect, but the PDF annotation route is the best approach
we've found in our pubs group (so far...) for electronic reviewing. But most
of our reviewers still prefer paper over electronic review. They print out 
the
PDF we provide and either mark it up manually, or record a list of issues in
an Excel template we provide.
