Create Named Destinations fo All Paragraphs

Hi,

Does anybody have a better description of when to use the "on" and "off"
settings of the above check box than provided by the FrameMaker help
function? 
Can one relay on that all inserted cross-reference and hypertext links
works regardless of the chosen setting?

Any information clarifying this subject is greatly appreciated.
