I don't think you can do this, given that it's a built-in feature. Maybe some Frame expert on this list knows a hack. Otherwise, you'll have to devise a manual work-around if you really want that configuration.

Hi, 

When I create a footnote for text in a table, the footnote is positioned directly beneath  the table before the table title. How do I get the table footnote to appear at the bottom of the page like a regular paragraph footnote?
