FrameMaker and Unicode

>From what I know, most of the "Non-Unicode" enabled applications depend on
the System Locale for supporting JCCK and other Non-Latin-1 character sets.
For example, if you want to support Japanese, your have to choose Japanese
as your System Locale. If you want to support Simplified Chinese, then you
need to use "Chinese (PRC)". My question is - Does FrameMaker depend on the
System Locale for supporting such multi-byte languages?

For instance if we were running Windows2K and Frame7 can does Frame need to
have Chinese selected as the default System Locale to support Chinese
documents, or is it enough to simply have those languages installed on the
system. In other words, could if we had a machine with W2K and a Japanese OS
installed, all of the JCCK character sets installed, Japanese being the
default/active System Local, can FrameMaker support Korean or Chinese
documents?

Does this question make sense???
