OT: Failed Web Download Question

Please excuse the OT post, but I just know someone out there can help me
with this...

On several occasions (but not always), most recently when attempting to
download a Front Runner free document on FrameMaker numbering, instead of
the document I get a blank screen with a small icon (a square, circle, and
triangle) in the upper left corner. Refresh does not help. Nor does
re-clicking the download link. Am I doing something wrong to cause this to
happen? Is there a way to fix it? I'm using IE 6.0 and Windows 98.
