Often, but not always. If you're only concerned with the extra space,
apply a "Run-In Head" pagination property to the last paragraph in
the inset (through a special paragraph format or as an override).

If you also have a problem whereby such empty paragraphs are picked
up by generated TOC/lists, you'll need to create a special low-impact
paragraph (minimum font size and/or negative spacing) with the
Run-In property, to be placed at the end of the inset. (This paragraph
may be useful at the beginning of the text inset as well).

Notice that a negative Space Above works only in conjunction with a
negative Space Below for the preceding paragraph (the smaller of
these negative values is used).
