As individual items within cells (paras, strings, anchored frames, etc.) can also have conditions, FrameMaker has to have some way to tell you when the row (as distinct from the contents of cells) has a condition applied. Hence the cross-hatching. Although it doesn't look very aesthetic on-screen, it doesn't print and you can turn off indicators to conceal the cross-hatching. Change bars only work on the contents of cells, not rows.
