Tommy,
  Do you have control of the SGML file? Anyway you can use an entity
instead of an element for the reusable text? Internal SGML text entities
map to FM variables.
  If not, a simple FDK client could bring the element content in as
a variable. How would you indicate in the SGML document where you want
that content reinserted?
  Another possibility is to leave the original element as a container
and use cross-references to it when you want to reuse it.
