I assume the former, since the latter is virtually impossible to automate without using tables... You could use Running H/F variables defined as <$marker1> and <$marker2> in your page headers/footers and then insert Running H/F markers containing the text ", Continued" and "Continued on next page". This would work if you insert the markers at the correct place in the text. But, you cannot automate the insertion of these markers, and if the text reflows you'd have to manually move the markers. A problem is if you have a continued section at the top of a page, and a new section beginning on the same page. Then the page header would contain the new section title, but still the text ", Continued". There is little you can do to avoid this, if you use Running H/F variables and markers... You basically cannot have it both ways, a continued title as well as a new title displayed in the same page header. You would also need to insert empty Running H/F markers at the section headings to turn off the display of ", Continued" since the <$marker> building blocks will pick up the latest used marker, in the same way as <$paratext> does for paragraphs.
