Subject: "Resulting columns would be too short"

I'm trying to create a flow on the master pages, with a minimal height, just so that the frame is present on every body page, but I can choose which pages will actually display some of the flow (by raising the height manually on the body page). Two questions: 1. If I draw the frame on the master page, I can get a pretty small height, e. g., 2 pts. But then if I use Customize Text Frame to set to some specified measure (not just lower, but also slightly higher), I get the error message "Resulting columns would be too short." Any way around this? (Ideally, I'd like to set them to the minimum -- would that be .125 pts?) 2. It looks like even at the height of less than a pt, the very top of the ascenders of the first line of the text flow will show on the first body page that has this frame, and so the first line will count as overflow rather than shifting to the next page. What's the best way of forcing the first line to appear only where there is enough room for the whole line to be displayed? Thanks!
