Yes, we also work strongly with FM/Frame+SGML for a very long time with
practically ANY Non-Western and Western languages on Windows, MacOS and UNIX
platforms/OS. 
Always a standard platform language-specific encoding is used.

The list of these languages has the exception of Thai in UNIX Frame,
probably, and R-to-L, Indic languages due to the Frame poor inner
architecture and its lack of Unicode support.

FM7 list of new features is very good. But not in this area.
