Scrolling in FrameMaker

I have Windows 98 at home. I have Windows 2000 at work. I have FM 6.0 and a
Microsoft's cordless mouse installed on both systems.
On Win2000, I cannot scroll with my mouse's scroll-button within FM (and
only within FM). On Win98, I can.

Is there a setting I need to change to activate the mouse's  scroll button?
