I don't know how to do this in FrameMaker, but I know a great $10 plug-in that will do this and much more. Get the AutoText plug-in (you can try it out for free on the FrameUsers web site). Using AutoText, you can place any text, graphic elements, tables, or whatever in a separate AutoText.fm file. All your custom items appear in a menu called AutoText; you can select the items from the menu or create your own shortcuts. It's _really_ easy to do. In the AutoText.fm file, you add a callout (a text box that has the correct paragraph style applied). When you want to add a callout to your graphic, select the graphic's anchored frame and then select the your callout item from the AutoText menu.
