Let me propose a reason, you might refer to it as "Berger's law": people tend to suspect needed functions in the same place as in their favorite (make that: most used) application. E.g. "Tools / Options ..." is to the Joe white collar worker what Cmd + k is to Jane creative designer. Office XP (and also Office 2001 for the Mac) are quite clever usability-wise with smart tags and quick-access panes. You ought to take a second look at the latest generation of MS products ...
