How about something that controls orphan steps?
By applying 'keep with next' properties, ensure that all lists or steps are not
separated from their introductory paragraph and a minimum number of steps is
kept together.
(This could be expanded to include all kinds of context sensitive formatting.
This is all easily accomplished in FM+SGML through the EDD but is not possible
for non-structured docs.)
