Alex, The "latest" AdobePS driver is 5.1.2. What in the world are you running? The only real differences between AdobePS 5.1.1 and 5.1.2 were (1) a fix to allow proper printing from FrameMaker 5.5.6 under Windows NT 4 AND a fix for processing parameters from certain PPD files. Neither of those changes would affect file size. Assuming that you are running either 5.1.1 or 5.1.2 with FrameMaker 6, the real issues are (1) what "PPD on CD"? (you should be using the PPD for the Distiller if you are creating PDF files), (2) what resolution is the printer instance set at? (makes a tremendous difference in terms of image size), and (3) what settings are you using in terms of binary versus ASCII versus TBCP, etc?
