Thanks for all the quick responses.  The trick is obvious now that I've been
told... The anchored frame is the key since a text frame alone will not
cause the larger table cell to expand.

Hi Ron,
It's possible, but a pain...
Make your outer table.
Position the cursor in the cell where you want the inner table and make an
anchored frame that fills the cell
Now draw a text box in your anchored frame
You can guess now I bet... put your inner table in the anchored frame
