Exactly the same thing happened to me; tomorrow would have been one month since my original upgrade order was placed. First FrameMaker was endlessly backordered, then I received a FrameMaker + SGML serial number, then my replacement serial number was for version 5.6. Today I finally received the correct serial number and was able to install it. What has worked for me is calling every two days to check up on things. I found that the serial number might already be entered in my case "profile" but they had not managed to call me with it yet. Be polite, but be persistent.
