It is much better to use the Print dialog, click Setup to select Distiller, print to a Postscript file, and then distill the postscript. Using Save As PDF with default printer other than Distiller is the cause of most of the problem people have in producing PDF from FrameMaker. If you do use it, you must, prior to using it, always use File > Print Setup to select Distiller as the printer.
