It dawned on me that you might have been asking a different question. If you have FrameMaker 5.5.6 non SGML then if it is the same as it was before you have to go through what is called a migration path which is more expensive that just a simple upgrade. You can not buy an SGML upgrade package and use it to upgrade a non SGML version.
