Assuming that the text you want to vertically center has multiple lines, and
you want the vertical space above the first line to be the same as the
vertical space below the last line, there is no simple solution. Here are
two ways you could try:

1. Change the distance from the top of the page to the top of the text frame
so that the text is vertically centered.

2. Insert an empty paragraph at the top of the page, and set the Space Below
parameter in the Paragraph Designer so that the text below is vertically
centered.
