For tables as well a graphics, you can use an empty paragraph with a negative Below Pgf. spacing as the anchor for a frame or table with a negative Space Above value. I havn't got all the gory details right here. For now, you can try this: 1. Create an empty paragraph with space Below Pgf. -12 pt. and Line Spacing 0 pt. 2. Insert a table with its anchor in the empty paragraph. For the table, set space Above -12 pt.
