You should never anchor an anchored frame or table to a paragraph containing
text. Instead, you should create a special paragraph tag (e.g., Anchor) for
this purpose. You insert this paragraph (leaving it completely blank) at the
position where you want the anchored frame or table to be. In the case of
the anchored frame, the Space Above, Space Below, and Line Spacing
parameters of the Anchor paragraph can be used to establish the desired
spacing above and below the anchored frame. For captioned figures where the
caption appears in a FigCaption paragraph below the anchored frame, you can
specify FigCaption as the next paragraph in the Anchor paragraph tag
parameters.
