Use "message openfile" hypertext marker, such as:
message openfile cablingdiagram.pdf

openlink/gotolink indeed look for a FrameMaker file target, with a specific destination (such as firstpage, lastpage, or custom destinations defined using the "newlink" hypertext marker). A openlink/gotolink hypertext pointing to PDFs will be converted to PDF and may even work in most cases, but technically it is a bad link (and would be flagged as such by PDF link checking mechanisms), since the resulting link also looks for a specific destination (in your case, it looks for "M8.newlink.cable" destination in the PDF). "message openfile" opens the target PDF at the default page without looking for a specific named destination.
