Photos in SVG file, FrameMaker 7.1

First, hello to everyone. I hope someone has knowledge regarding photo
inclusion in SVG files. I am trying to import an svg file that was produced
in Illustrator 10. The file has a couple of photos with callouts. When I
import the file, the callouts appear, but the photos will not. In
Illustrator, I have tried embedding the photo and also linking. In both
cases, I experience the same result--the photos are missing. Does anyone
have an idea why this is happening? Is it a bug? I have searched Adobe's
knowledge base and found nothing.
