Thomas, that is indeed the problem, and the suggested fix did 
work (which is to go into display properties and lower the
color depth).  I switched to 16-bits, which is more than enough 
for technical line art.  Thank you.

Further info: FM bug grays out imported graphic if display's
color depth is 32 bits or more, and user tries to rotate the
graphic.
