Import Graphic Anomaly

Good afternoon (EST)-I am having a weird problem with a jpeg file. When I try importing it into an anchored frame by reference, it automatically imports without displaying the Import Graphic Scaling dialog box. I had someone else try this graphic in their Frame file and it displayed the Graphic Scaling box just fine. I also tried it in a different location in my file and it came in properly and gave me the option to set dpi.  However, in this location, it still imports automatically without a sizing option.

Does anyone know why a graphic would come in automatically without giving you an option to size it?
