According to a czech book on typography quotes as in Germany3 are
appropriate, and single quotes should occur within double quoted text
only. In some rare cases french double quotes are allowed.

There is no special sign Number, letter c with check accent followed by
a period is used instead.

These rules apply to Slovak Republic too.
