Since XML is only now beginning to have applications developed for 
it, there are not many programs that will do what you are implying.

The full feature set provided by programs that allow you to author, 
edit, format and "publish" are basically the programs you have 
described.

There are numerous XML editors, validators, parsers, XSL and Schema 
generation tools available. Some are in beta, others are still in 
alpha states. Some are free, others are now commercial products that 
are stable and usable. The problem is that they are editors and and 
not publishing programs. The bulk of formatting tools are still not 
available in these programs.

The editors allow you to structure text, reference graphics, create 
cross references to URIs and other files, as well as defined and 
reference CSS and XSL files (formatting).

FrameMaker is still the best for authoring and formatting the source. 
These XML tools that are now coming available are best for creating 
your structure and styles in XML. It isn't easy yet, the technology 
is young.
